Proposed Change to Fremont's Default Electric Service Plan

In October 2023, the City adopted an updated Climate Action Plan, Climate Ready Fremont. The plan establishes a goal of reducing community-wide greenhouse gas (GHG) emissions by 30% below 2018 levels (or 55% below 2005 levels) by the year 2030. One of the highest priority actions identified in the plan is to adopt a policy establishing Ava Community Energy's Renewable 100 as the default electric service plan for Fremont. Ava Community Energy is Fremont's electricity provider, and their Renewable 100 plan includes 100 percent solar and wind energy from California.

Fremont's transition to clean electricity is projected to reduce community-wide GHG emissions by an estimated 18% of the total 2030 reductions identified. Adopting Renewable 100 would help achieve that goal. Fremont would become the ninth city in Alameda County to change their default service plan to Renewable 100. Fremont customers would still have the same service plan options as they do now, but they would be enrolled in Renewable 100 unless they selected another plan.

This Thursday, June 13, the City's Environmental Sustainability Commission will consider making a recommendation to the Fremont City Council to adopt a resolution establishing Renewable 100 as the default electric service plan for Fremont. To learn more, view the meeting agenda.

The City Council is tentatively scheduled to consider the Commission's recommendation and the proposed change in default plan at their regularly scheduled meeting on Tuesday, June 18. The meeting will take place at 7:00 p.m. in the City Council Chambers at City Hall, located at 3300 Capitol Avenue. The meeting will also be held virtually via Zoom. The agenda will be available online at city.fremont.gov/agendacenter no later than Friday, June 14 at 5:00 p.m. It will include a link to a staff report for more information and instructions on how to participate and provide public comment.

Fremont's 2024 State of the City Address 

If you want to learn more about the issues and opportunities facing the City of Fremont, stay tuned! Fremont Mayor Lily Mei will be presenting the annual State of the City Address on Wednesday, June 26 at 10:00 a.m. at the Fremont Downtown Event Center, located at 3500 Capitol Ave. The event is free and open to the public (no ticket required). The Fremont Chamber of Commerce is hosting this event.

In case you can't make it, the State of the City Address will be rebroadcasted on Fremont Cable TV Channel 27, as well as posted to the City website by the end of the following week.

Grant Funding for Electric Heat Pumps

The Bay Area Air Quality Management District (BAAQMD) has launched their Clean HEET Program to help Bay Area homeowners replace their existing, operational, freestanding wood stoves or wood-burning fireplace inserts with electric heat pumps. The goal is to reduce wintertime wood smoke pollution and improve air quality.

Up to $2 million in grant funding is available. Individual awards range from $3,000 to $10,500 for one stove/insert, and $6,000 to $13,500 for two stoves/inserts.

  • Ava Community Energy Incentive Finder: Fremont's electricity provider, Ava Community Energy, offers this tool that pulls incentives from federal, state, and local sources for items like heat pumps, appliances, windows, doors, solar panels, battery storage systems, and electric vehicles. Search parameters include zip code, renter/homeowner, household income, tax filing status, and household size.
Provide Input on "South Bay Connect" Regional Transit Project

The South Bay Connect (SBC) project aims to enhance the Capitol Corridor passenger rail service with a more direct connection between Oakland and San Jose by relocating trains to the Coast Subdivision (in Ardenwood) and away from Niles and Centerville. A new station would be provided at Fremont's existing Ardenwood Park-and-Ride lot and the existing Centerville Station would remain to support growing service by Altamont Commuter Express (ACE) trains.

The Capitol Corridor Joint Powers Authority has prepared a draft Environmental Impact Report (EIR) for the proposed SBC project. The public is encouraged to submit input about the project online and/or by attending upcoming virtual public meetings on June 12 and June 20. The deadline to submit feedback is July 15.
