Governor Brown signs Bill AB771 to reduce overcharging of HOA DOC fees

Unfortunately, this bill isn't going to help much, it's doesn't set HOA to
efficiently make available required disclosures on a periodic basis.

They should have said, HOA mgmt companies are required to post online
required disclosures about the HOA and no fee shall be charged for this
service, however the HOA can charge for the cost of completing any
particular lender's HOA cert.
