  ► SACRAMENTO WEEKLY UPDATE: LEGISLATURE ADJOURNS The Legislature adjourned for the year on Thursday, September 12, 2013. Any measures that did not pass their first house prior to the adjournment are dead and cannot move forward this year other measures are "two year" bills. Measures that did pass have been sent to the Governor who has until October 13, 2013 to sign or veto. Here is a brief update on bills of interest to C.A.R.: SB 30 (Calderon) Debt Forgiveness Income Tax is a "two year" bill and can pass as late as April 14th of next year to protect taxpayers on 2013 tax returns which must be filed by April 15, 2014. AB 976 (Atkins) Coastal Resources and Enforcement failed on the Assembly Floor when it came back for concurrence of amendments. AB 243 (Dickinson) and SB 33 (Wolk) Infrastructure Financing District were both moved to the Assembly Inactive File and will not move forward this year. Richmond to Use Eminent Domain to Lay Claim to Homes Underwater

Eminent domain is the right of a government or its agent to expropriate private property for public use, with payment of compensation. It is justified when used for the common good. This doesn’t seem to pass the litmus test, as being for the common good but more for those just those affected by circumstances of the housing market crash.   I just don’t see the courts allowing Richmond to proceed with this action. Compared to July Sales in Fremont, August had fewer homes for sale, more sold, and selling at a faster pace in August vs. July. On a monthly comparative basis, in August average and median selling prices dropped but compared to last year, average and median home prices are higher.     If we look at sales segmented by selling price, we’re seeing more higher priced homes selling in this year. Over the weekend and into the early part of this week, several Fremont residents have contacted us regarding a new telephone scam. Based on the profile of the victims, it appears that suspects may be targeting our South Asian Indian community. We ask that you please read this crime alert bulletin and share it with your friends and neighbors. In all of our recently reported cases, suspects contact the victims via a telephone number that begins with a 202 area code. They suspects identify themselves as being with the IRS.
