| Celebrating 100 days as your Mayor!!! |
| Dear Fremont,
As I reflect on my first 100 days as your Mayor, I am filled with immense gratitude for the trust you've placed in me and deep pride in the progress we've made together. Every conversation I've had, every neighborhood I've visited, and every challenge we've faced has only reaffirmed my belief in the strength and resilience of our community.
These first 100 days have been about listening, learning, and laying the groundwork for long-term solutions that reflect the values we share—compassion, innovation, safety, and inclusion. We've tackled some of Fremont's most pressing challenges and celebrated meaningful victories: Homelessness: We secured an additional $531,144 through the State's Homeless Housing, Assistance and Prevention (HHAP) Program, bringing our total to $2.7 million. These funds support our Housing Navigation Center, which offers interim shelter, wraparound services, and a path to permanent housing. We also passed amendments to our camping ordinance, removing the "aiding and abetting" clause and reaffirming our compassionate approach. Public Safety: We reinstated and expanded Fremont's Neighborhood Crime Watch program, giving residents a proactive role in keeping our communities safe. I advocated for this because strong neighborhoods are the foundation of a safe city. Economic Development: We've celebrated the expansion of local businesses and recognized industry leaders like Bloom Energy for their innovation. Fremont continues to grow as a center for advanced manufacturing and clean technology. Education and Youth Empowerment: I've had the pleasure of supporting programs like Spring into STEAM, the Student Job & Internship Fair, and the Women in STEM Mentoring Dinner. These initiatives are critical to inspiring the next generation of leaders and innovators. Community Engagement: From hosting town halls and Coffee with the Mayor events to joining cultural celebrations and school galas, I've made it a priority to stay connected with you. Your input drives our decisions and keeps us grounded in what matters most. Transparency and Accessibility: In response to resident feedback, we expanded in-person hours at the Planning and Building Permit Center, making it easier for families, homeowners, and small businesses to access vital city services.
Each of these accomplishments is a testament to what we can achieve when we work together. While the challenges ahead are real, so is our collective ability to overcome them. With your continued partnership, I'm confident that Fremont will remain a city that leads with compassion, embraces innovation, and builds a future we can all be proud of. Thank you for being part of this journey. I look forward to what we'll accomplish in the months and years ahead.
Warm regards, Raj Salwan Mayor of Fremont |
| | | Budget Approval Timeline for FY 25-26 |
| |
As we begin planning for the upcoming Fiscal Year 2025/26, our City Manager, Karena Shackelford, has shared an important update on the Proposed Operating Budget, which will be released on May 9 and presented to the City Council on May 13.
Fremont remains committed to long-term financial sustainability while advancing key priorities: public safety, economic development, environmental sustainability, and addressing homelessness. This year also marks the beginning of labor negotiations with our nine employee groups, and the City is committed to transparency and open communication throughout this process—at the bargaining table and with the public.
We encourage all residents to get involved and learn more by attending one of the following public meetings: 📌 May 13 – Budget Presentation | 7:00 PM | 3300 Capitol Ave | Zoom & Channel 27 📌 May 27 – Town Hall with Mayor Raj Salwan | 6:30 PM | Downtown Event Center, Capitol Room 📌 June 3 – Budget Public Hearing | 7:00 PM | 3300 Capitol Ave | Zoom & Channel 27 📌 June 10 – Budget Adoption | 7:00 PM | 3300 Capitol Ave | Zoom & Channel 27

We're making progress in our fight to end homelessness in Fremont. The City Council has approved $531,144 in new State funding through the Homeless Housing, Assistance and Prevention (HHAP) Program, bringing our total HHAP funding to $2.7 million.
These critical funds will continue to support the operation of our Housing Navigation Center, which provides interim housing, wraparound services, and a pathway to permanent housing for individuals experiencing homelessness.
Key highlights: ✅ No new cost to the City — fully funded by the State ✅ Regional partnership with Newark ✅ Frees up future City dollars for other needs ✅ CEQA exempt, allowing faster implementation
We remain focused on real, lasting solutions—housing, support, and hope—not just temporary fixes. |
| Big Step Forward for Affordable Housing in Fremont |
| In March, the City Council approved a $9.5 million acquisition loan to help secure the site for a new 240-unit affordable housing project on Warm Springs Blvd—one of the largest affordable housing efforts in Fremont's history. This development will provide much-needed homes that families, workers, and seniors can actually afford, especially near transit.
Key Details: ✅ Funded through Fremont's Affordable Housing Fund ✅ 55-year loan at 3% simple interest ✅ No additional fiscal impact on the City's general fund ✅ CEQA-exempt, ensuring efficient environmental compliance
This project brings us closer to our goal of expanding affordable, transit-accessible housing while maintaining fiscal responsibility and upholding environmental standards. It's a win for our community and for Fremont's future. |

| | Expanded Hours for Planning and Building Services |
| | Starting Monday, April 21, the Development Services Center will offer expanded in-person hours—a direct response to what we've heard from residents, small businesses, and builders across Fremont. You asked for more access, and we delivered.
Located at 39550 Liberty Street, the Permit Center is your one-stop shop for construction-related permits and services from Planning, Building and Safety, Environmental Services, Engineering, and Revenue staff.
New in-person service hours: ✅ Monday–Thursday: 8:00 a.m. – 3:30 p.m. (closed 12:00–1:00 p.m.) ✅ Friday: 8:00 a.m. – 12:00 p.m.
Online permitting remains available 24/7, and staff are accessible by phone or email on weekdays from 8:00 a.m. to 5:00 p.m.
This is another step toward making Fremont more efficient, accessible, and responsive to the needs of our growing community.

| Recognizing Community Leaders Through Art |
| | I had the pleasure of attending the unveiling of a vibrant new mural at Dusterberry Neighborhood Park, a project led by Citizens for Better Community (CBC) and a dedicated team of student artists from Fremont Unified. This 38-foot-long mural honors the community leaders who paved the way for future generations, celebrating the rich diversity and unity that define Fremont. A special shoutout to the talented CBC interns and students who brought this vision to life. Their creativity and commitment are truly inspiring.
And yes, I was surprised to find myself depicted in the mural! I guess this means I need to start practicing my "mural pose" for future photo ops. 😄
Thank you to CBC and all the young artists for this beautiful tribute to our community's past, present, and future.
